Brazil Struggles to Reconcile Rapid Economic Growth

In the past few weeks, protests have rocked Brazil’s major cities as more than one million citizens turned out to oppose a 20 cent bus fare hike announced by the government in early June. The protests were initially launched by the Free Fare Movement, an organization that advocates dramatically reduced transportation fares, financing of public transportation through tax increases, or doing away with fares altogether. The protests swiftly took on a life of their own as university students and leftist activists were joined by increasing numbers of citizens who opposed not only the rising cost of public transportation, but a growing number of grievances against the government. Brazilian citizens’ primary concerns include the inadequate provision of public services such as education and health, alongside widespread corruption and abuse of power in office.

The Brazilian government, led by President Dilma Rousseff, has reached out several times in an effort to respond to protestors’ demands and put an end to the demonstrations, which have often turned violent. On June 20, officials in São Paulo and Rio de Janeiro revoked the bus fare increase. Most recently, on June 24, President Rousseff proposed a wide range of actions to reform Brazil’s political system. To achieve these sweeping reforms, she called for a national referendum on amending Brazil’s constitution. She also pledged that her government would focus on five priority areas: fiscal responsibility and controlling inflation, political reform, health care, public transport, and education. Rousseff also announced that her government would allocate $23 billion for new spending on urban public transport. Regardless of the president’s proposed changes, protesters have returned to the streets.

At first blush, the recent atmosphere of social tension and political unrest appears to stand at odds with the increasingly mainstream image of Brazil as a growing economic powerhouse and established democracy well on its way to joining the ranks of the world’s major players. However, regional experts argue that Brazil’s impressive economic growth is in fact the main trigger for the protests. More specifically, Brazil’s rapidly expanding middle class (from 1999 to 2009, Brazil’s middle class grew by 31 million people) is putting increased demands on social services such as transportation and education. As Isobel Coleman, a senior fellow at the Council of Foreign Relations argues, “as their economic prospects have improved, their expectations for better public services have grown.”

In recent years, the government’s efforts to improve public services have not kept pace with their citizens’ growing needs and expectations. Brazilian students ranked 53 out of 65 nations in educational assessment by the Organization for Economic Cooperation and Development alliance. Corruption remains institutionalized in the political system. Rather than channeling resources into addressing these problems and improving public services, Brazilians see their government spending large amounts on preparations for the World Cup and Olympics.  According to Filipe Campante, a Brazilian professor of public policy at Harvard University’s Kennedy School of Government, “there is a deep sense of discontent with political institutions, which are seen as inefficient, corrupt, and unresponsive.”

Unfortunately, these protests come at a time when Brazil’s economic growth rates are lagging, potentially complicating Rousseff’s efforts to respond to protestors’ demands and implement her proposed reforms. The country’s economic growth has proved to be disappointing in past months. Figures from May 29 suggest Brazil’s economy grew by just 0.6 percent, falling well short of analysts’ expectations. The country is running a trade deficit for the first time in years, as government debt grows and its primary fiscal surplus diminishes. Brazil’s problems appear to have origins within the country itself, with high inflation (nearing 6.5 percent) despite slow economic growth suggesting harmful domestic rigidities.

Weak foreign demand for Brazilian exports is also complicating matters. In 2011, incoming president Dilma Rousseff raised public spending and the minimum wage, while forcing government-controlled banks to lend more in an effort to stimulate growth. Rather than raising interest rates to counter the resulting inflation, Rousseff’s administration cut sales taxes and imposed price ceilings on staple items like food and gas. The measures proved popular with the general public, but they are beginning to hurt the economy. Wage increases are barely keeping pace with inflation, and consumer confidence is tumbling as prices continue to rise.

Now, the Brazilian government has been forced to adapt its strategy. The Central Bank recently raised the base interest rate from 7.5 percent to 8 percent to rein in inflation. The government discontinued a tax on foreign purchases of bonds on June 4 in an effort to boost foreign currency inflows and strengthen the real. A weakening currency has been making imports more expensive and further fueling inflation.

Analysts are still awaiting substantive evidence that Rousseff’s government plans to follow through on a promise to encourage investment, rather than shortsighted efforts to boost consumption. Investment is currently just 18.4 percent of GDP. Despite official rhetoric encouraging business investment, the actions of Brazil’s government have impeded investment on several fronts. Clumsy interference with the transportation, electricity and banking industries have created the image of an anti-business administration with a heavy-handed approach. Many of the top-down economic tactics that contributed to Brazil’s rapid rise are now proving to be impediments to continued growth as the country’s economy matures.

By successfully lifting millions out of poverty and into the middle class, Brazil’s government increased accountability for its policy decisions while restricting its economic maneuverability. As the Rousseff administration seeks to ease growing political tensions and address economic woes among an increasingly informed and politically active populace, it must walk a fine line between imposing far-sighted economic planning by the government, and fulfilling its end of the social contract with a democratically-empowered populace of 200 million.

The left eye is the feeling side and the right eye is the thinking side. Depending on which eye is the lazy one, you may be able to figure out the inner conflict.

Children and adults who are diagnosed with Strabismus often also have symptoms of ADHD. These people have the hardest time finding stability and fight for attention between two people. These thought patterns can cause the person to feel out of control which will only worsen the problem.

Can Eye Defects Caused at Birth be Fixed with Eye Exercises? Each year there are millions of children born with eye birth defects all over the world. Many of these birth defects cause a cloudy cornea, which is usually corrected with surgical procedures at a very young age.

Development of the Cornea

  • Fraser’s Syndrome: This is a very rare birth defect of the eye, where the skin covers the actual eyeball, and there is no clear indication of any eyelid formation.

  • Congenital Glaucoma: This can be present from birth to three years of age. Glaucoma is a type of eye disease that is identified by pressure increases in the eye that will cause problems and defects in the vision field.

  • Mucopolysaccharidoses: This is a metabolic disorder that is very rare and is the result of an enzyme deficiency, which will cause clouding of the cornea.

The Many Benefits of Eye Exercises

Everyone knows that physical exercise is extremely beneficial to your overall health and will lead to a healthier heart, shrink your waist line and increase your energy level. Better NBA offseason thus far: Brooklyn Nets or New York Knicks …

When two franchises share a city, their fates become inextricably linked. They serve as a looming point of comparison for one another, so constant as to become an annoyance and so familiar as to engender legitimate rivalry. It only helps to stoke the fire when both teams are on relatively equal footing, which is currently the case with the Knicks and Nets. Both are good enough to be obvious playoff teams without having quite the right pieces to elevate themselves to anything more, which put all the more pressure on both franchises to take the next step this offseason. What we’ve seen from both teams this summer — through trades and free agency alike — is an attempt to that end. But which New York team has had the better offseason to date?

Short term

Both New York teams have thus far used the offseason to affirm their previous intention to contend immediately, though to very different degrees of success. Of the two, Brooklyn’s gambit looks to be the far more favorable in terms of capitalizing on that win-now mantra.

Though the Nets haven’t served their own best interests in trading away so many future draft picks, the additions of Kevin Garnett, Paul Pierce and Jason Terry should open up the offense (via better shooting and added versatility) while creating the potential for instant defensive improvement.

That’s more than we can say for the Knicks, who leveraged draft picks and a useful specialist in Steve Novak to acquire the rarely helpful Andrea Bargnani and the $21.3 million he’s owed over the next two seasons. Toronto has been intent on ditching Bargnani for months, and found a perfect trade partner in a New York team that seems to revel in collecting incompatible players. As if it weren’t difficult enough to manage the limitations of Carmelo Anthony and Amar’e Stoudemire in tandem, Bargnani’s woeful defense and slim rebounding stand to compound the Knicks’ rotational problems. New York at least protected against a harder fall next season by securing the return of J.R. Smith and Pablo Prigioni in free agency, though keeping pace from last season while picking up Bargnani doesn’t in any way measure up to the move Brooklyn made.

Advantage: Nets.

Long term

Both teams have flubbed in this dimension of their dealings thus far, though the Knicks less so than the Nets.

It made little sense to sacrifice two draft picks — a 2016 first-rounder and an undisclosed future second — in exchange for a much-maligned player that the Raptors seemed desperate to give away, but otherwise the Knicks are right where they were previously: locked into a huge amount of salary for the next several seasons, lacking the potential to add much through the draft (even before this deal came together, New York had traded away its first-rounder in 2014 and its second-rounders in 2014, 2015, and 2016 in other trades) and flawed enough to not be taken too seriously as contenders. They’re not in great long-term shape by any means, but much of that was already determined by the huge deals given to Anthony, Stoudemire and Tyson Chandler.

Brooklyn, on the other hand, took a bad long-term outlook and made it significantly worse. While Nets GM Billy King deserves a pat on the back for finding a taker for Gerald Wallace’s instantly regrettable contract (he’ll make $30.3 million over the next three seasons), he gave up a host of future picks in order to do so.

As a result of this deal (in conjunction with the Joe Johnson trade), Brooklyn doesn’t have complete ownership of any of its first-round picks for the next five years; three of those picks are now owed outright to the Celtics, while other teams (Atlanta and Boston, respectively) also have the right to swap first-round selections with Brooklyn in the intermittent years should the Nets fall into a more favorable draft slot. It’s one thing for a playoff team to give up a draft pick a year or two down the line for the sake of making more immediate gains, but the picks in 2017 and 2018 (on top of the 2014 and 2016 first-round selections) could be a huge price to pay for a 37-year-old big man who could well retire in a year and a 35-year-old wing who will be an unrestricted free agent next summer.

Advantage: Knicks.

Maximization of resources

Both teams entered this summer with limited options. The Knicks and Nets alike will land hefty tax bills this year, and were facing the possibility of losing their own free agents due to a complete lack of cap space and the compromise of settling for the smaller “taxpayer” mid-level exception. Still, Brooklyn managed to convince Andray Blatche to re-sign on a one-year, $1.4 million deal despite interest from other teams, while New York agreed to terms with J.R. Smith and Pablo Prigioni on multi-year contracts.

For teams with no cap room and few exceptions to add talent, the ability to retain becomes crucial. Were Blatche to leave, the Nets would be pained by Garnett’s playing-time limitations and likely screwed if any of their bigs went down with an injury. Were Smith and Prigioni to depart, the Knicks would miss out on crucial shot creation and ball movement.

All three of these additions are important, though if I’m picking between them I’ll favor the Knicks — largely because their peripheral moves this offseason could better serve them down the line. As great as it is for Brooklyn to get Blatche back at a fantastic price, he’ll likely only stick with the Nets for a season more before he looks for a bigger payday. New York, on the other hand, will have Prigioni to run its second-unit offense and Smith as either a spot scorer or trade chip for the next several seasons, all while the team remains capped out. The Nets will go through this same scramble to find bargain talent a year from now, while the Knicks can do what they will with these two assets over the next few seasons.

Advantage: Knicks.

Neither of these teams makes for a particularly promising contender this season, nor do they have much hope further down the line. Still, if we look solely at what has transpired this summer, I’d give the slightest of advantages to the Nets. The Knicks won two of the three categories above, but given the win-now framework that defines the operations of both teams, I’d say that the Nets have made the more successful offseason improvements. They gave away most every draft pick they could in the process and didn’t create any other future assets, but they at least made some positive movement on both ends of the floor while executing their short-sighted plan. They’ll be the better of the two New York teams this season, their future be damned.
