Simon Bridges has announced:

The most significant reform of New Zealand’s workplace health and safety system in 20 years has been announced today by Labour Minister Simon Bridges.

“The Working Safer package represents a major step change in New Zealand’s approach to meet our target of reducing the workplace injury and death toll by 25 percent by 2020,” says Mr Bridges.

“The reforms recalibrate our approach so we are working smarter, targeting risk and working together to improve performance in workplace health and safety.

“This is the legacy we owe to the Pike River families, the families of the 75 people who are killed each year in New Zealand workplaces, and the estimated 600 to 900 who die annually from the long-term effects of occupational disease.”

Mr Bridges says Working Safer addresses the recommendations of the Independent Taskforce on Workplace Health and Safety which provided Government with a solid foundation to work from.

The details are:

  • an overhaul of the law, supported by clear, consistent guidelines and information for business on their requirements
  • more funding for WorkSafe New Zealand to strengthen enforcement and education and implement the changes
  • a focus on high risk areas
  • stronger focus on occupational harm and hazardous substances
  • better coordination between government agencies
  • improved worker participation
  • stronger penalties, enforcement tools and court powers.

The CTU has praised the package:

The CTU welcomes moves today to strengthen our health and safety system.

Helen Kelly, CTU President said “the announcements today acknowledge that our health and safety system is in need of an overhaul, and we welcome the direction taken by the Government with these proposed changes.”

“Moves to strengthen worker participation at the workplace are particularly positive and will help keep Kiwi workers safer at work. The inclusion of a general duty to involve and consult with workers on health and safety matters, and strengthen the role of H&S representatives will give workers a voice in how health and safety is handled in their workplace”. …

“The Government’s response today is, in general loyal to the recommendations of both the Pike River Inquiry and its Taskforce recommendations and that is exactly as it should be.

BusinessNZ has welcomed today’s announcement today of new health and safety legislation to be administered by the recently established Worksafe New Zealand.

BusinessNZ Chief Executive Phil O’Reilly said it was a significant step in the right direction.

“Moving to a principles-based regime in which health and safety responses are tailored to the business rather than the current one-size-fits-all approach will be a real help to many businesses, as will a simpler approach to levy setting and other costs.

Pretty good work to have both Business NZ and the CTU praising the package.

I know that glasses just make me see better but how does my eyesight get better?

the answer to this question was this

Your eyesight probably won’t get better. Depending on your age, if you are short sighted it will probably get worse. We don’t yet have reliable technology to prevent eyesight from deteriorating. All we can do is correct the vision.

just want to reply back that at the age of 13, I used to wear glasses as well and they got better, why can’t they get better now, doesn’t the eye heal slowly over time, just like it did when I was 13 years old?

Is Egypt Ready For Reforms? | REBEL ECONOMY

As the months drag on and the prospect of a recovery for Egypt’s economy seem to slip further away, the key question on most investors’ minds is whether the government can push through reforms.

But while it is clear that successive governments have failed to ease hardship, it’s worth addressing whether Egyptians are ready for reforms.

The loudest opposition to the International Monetary Fund loan, energy subsidy reforms and higher taxes was from Egyptian citizens. That’s not surprising considering Egypt’s rocky history with the IMF and the (inaccurate) perception that reforms will make life worse for the poorest.

But perhaps its time for an attitude change. Indeed, it is the very real fear of a popular backlash to reforms that has so far stopped any government imposing anything too harsh.

But as Rebel Economy argued earlier this week, a dose of austerity with some stimulus is better than no austerity at all.

Take Latvia, which has provided “a rare boost to champions of the proposition that pain pays”, where it is perceived as shameful for people who earn any salary, no matter how small, to go on strike, New York Times reporter Andrew Higgins writes:

When a credit-fueled economic boom turned to bust in this tiny Baltic nation in 2008, Didzis Krumins, who ran a small architectural company, fired his staff one by one and then shut down the business. He watched in dismay as Latvia’s misery deepened under a harsh austerity drive that scythed wages, jobs and state financing for schools and hospitals.

Then there was light:

But instead of taking to the streets to protest the cuts, Mr. Krumins, whose newborn child, in the meantime, needed major surgery, bought a tractor and began hauling wood to heating plants that needed fuel. Then, as Latvia’s economy began to pull out of its nose-dive, he returned to architecture and today employs 15 people — five more than he had before. “We have a different mentality here,” he said.

Does Egypt need to change its mentality? Rather than protest dislikes (which is all too easy) what about focusing energy into lobbying organisations to work harder for job creation and inclusive growth?

It worked for Latvia.

The Baltic tiger’s economy grew by 50% during 2004 and 2007, but the global financial crisis of 2008-09 hit the country hard and it endured one of the worst recessions of the European Union. Deep public spending cuts introduced by the new government led to discontent and protests at home, but impressed international lenders enough to earn Latvia an IMF/European Union $10 billion bailout.

Rather than cause uproar, the cuts (including slashed wages, wide-scale sackings of public sector workers and reduced welfare) calmed fears in the international markets and rather than throw the government out of office, Prime Minister Valdis Dombrovskis, who presided over the austerity, was re-elected.

Of course it would be short-sighted to suggest that if there were no protests then life would improve for the neediest. Demonstrations have been a key tool for Egyptians to communicate their grievances. However, persistent political instability, labour strikes and violent street confrontations are only delaying a recovery.

To be sure, economists have estimated that the military’s overthrow of Islamist president Mohammed Morsi led to staggering losses of $17 billion.  That mostly reflected a sharp fall in foreign investment, declining production as factories and production facilities stopped working and a major reduction in tourism revenue as security concerns mount.

But is it naive to consider Latvia’s recovery, dubbed a “neo-liberal success story”, a model for Egypt, a country that recoils at the mere mention of “neo-liberal”?

Not necessarily. The reason why the military was so welcomed in its power-grab last month was partly because Egyptians want a return to normality. Few people want Mubarak to return but they are viewing his regime a little softer and moaning that life has gotten worse since the 2011 revolution.

At one point, Egyptians will have to recognise that there must be hardship to reach the desired result. Not everyone will get what they want, but protesting every time you don’t get it won’t make any difference either.

Of course, Latvia and Egypt are hardly comparable. While Latvia was reeling from the global recession, Egypt experienced one of the fastest growth rates in the Middle East under reforms that began in 2004 to increase trade, promote growth and facilitate doing business. But as wealth accumulated, this did not trickle down to the poorest and soon stirred the discontent that ultimately led to the 2011 uprising.

Though the January 25 revolution was the harbinger of growth for Egypt, that day cannot be replicated as we have seen with Morsi’s rule and now the military’s caretaker government.

Egyptians must accept reforms and approach these with the mentality that the country won’t recover unless people are willing to try to fulfil their ambitions for a better future, rather than undermine their opponents or protect their own interests at whatever cost.

The principle complications or sequelae associated with diabetes are retinopathy, neuropathy, nephropathy and arteriosclerosis. Whether these are the unavoidable consequences of the diabetic state over time or whether they may be influenced by controlling the diabetes through aggressive monitoring, treatment and life-style management, including diet and supplements, remains a central topic. </p> <p>One of the largest, most comprehensive diabetes studies conducted to date2 showed that keeping blood sugar levels as close to normal as possible through aggressive management slows the onset and progression of eye, kidney and nerve diseases caused by diabetes. In fact it demonstrated that any sustained lowering of blood sugar helps, even if the person has a history of poor control. </p> <p>Specifically it found that lowering and maintaining more constant blood sugar levels reduced the risk of eye disease by 76%, kidney disease by 50%, nerve disease by 60% and cardiovascular disease by 35%. </p> <p>Since the discovery of insulin nearly 70 years ago, the patterns of morbidity from diabetes have changed. Where the major causes of death were ketoacidosis and infection, they are now the microvascular and cardiovascular complications of diabetes (renal failure and myocardial infarction). </p> <p>These complications are responsible for a reduction in the life expectancy of a newly diagnosed insulin dependent diabetic by about one-third. The basis of managing diabetes in the 90 s is an improvement in the life-style of the diabetic and prevention of complications responsible for morbidity and mortality in diabetes. </p> <p>Neuropathy (nerve disease) </p> <p>Diabetic neuropathies are among the most frequent complication of long-term diabetes. It is estimated that 60% to 70% of diabetics have mild to severe forms of nervous system damage. The femoral nerve is commonly involved giving rise to symptoms in the legs and feet. Pain is the chief symptom and tends to worsen at night when the person is at rest. It is usually relieved by activity and aggravated by cold. Paraesthesias are a common accompaniment of the pain. Cramping, tenderness and muscle weakness also occur but atrophy is rare. Advanced femoral nerve disease is a major contributing cause of lower extremity amputations. Nerves in the arms, abdomen and back may also be affected. Symptoms may include impaired heart function, slowed digestion, reduced or absent perspiration, severe oedema, carpal tunnel syndrome, alternating bouts of diarrhoea and constipation, bladder atony, urinary and faecal incontinence and impotence. </p> <p>With respect to sexual impotence, diabetes is probably the single most common disease associated with erectile failure (termed neurogenic impotence in the diabetic). Since diabetes is a metabolic disease with vascular and nervous system complications and an erection involves all levels of the nervous system from the brain to the peripheral nerves, lesions anywhere along the path may be responsible for erectile failure. It has been estimated that close to 50% of diabetic males have some degree of erectile dysfunction. Neuropathies usually improve with the control of the diabetes. Severe or chronic changes may require several weeks or months to show maximum improvement. </p> <p>Retinopathy (eye disease) </p> <p>Changes occurring in the eye which are distinctive of diabetes involve the narrowing, hardening, bulging, haemorrhaging or severing of the veins and capillaries of the retina. This is a serious complication known as retinopathy and may lead to loss of vision. Visual changes in the earlier stages may include diminished vision, contraction of the visual field, changes in the size of objects or photophobia. In the more advanced stage, termed ‘proliferative retinopathy’, haemorrhages, retinal detachment and other serious forms of deterioration are observed. When the disease progresses to this late stage total blindness may occur. </p> <p>It usually takes between 10-13 years for diabetic retinopathy to develop and it is present in some degree in most diabetics who have had the disease for 20 years. In only about half of the diabetics who develop it however, is vision markedly impaired and blindness occurs in only about 6%. Still, diabetes is the leading cause of blindness in adults 20 to 74 years old and is estimated to cause from 12,000 to 24,000 new cases each year. The mayor of Canada’s largest city should have always known that you can’t build transit infrastructure without money, and that money comes from taxes.</p> <p>But this is Toronto. And our mayor is Rob Ford.</p> <p>So when Ford stood up at his <a title="Scarborough transit up in the air as Rob Ford disputes financial plan" href="http://metronews.ca/news/toronto/736866/scarborough-transit-up-in-the-air-as-rob-ford-disputes-financial-plan/">Scarborough subway press conference on Friday</a> — held in Etobicoke for some reason — what he said was a pretty big deal. The famously anti-tax politician finally came forward and endorsed a proposal to increase taxes to fund transit construction. The plan will be up for approval at a Toronto City Council meeting today.</p> <p>This would all be good news if the mayor’s plan to pay for his desired Scarborough subway wasn’t so short-sighted and risky.</p> <h3><b>Subway versus LRT, again</b></h3> <p>By now, the <a title="Good transit planning gives way to pandering politics in Scarborough subway debate" href="http://metronews.ca/voices/ford-for-toronto/736096/good-transit-planning-gives-way-to-pandering-politics-in-scarborough-subway-debate/">arguments for and against the two Scarborough transit options</a> have been beaten to death. There was a time when an extension of the Bloor-Danforth subway into Scarborough made a fair amount of sense. But that time ended when councillors <a href="http://app.toronto.ca/tmmis/viewAgendaItemHistory.do?item=2010.EX44.23">voted to go forward with LRT</a>, which allows for greater flexibility and expandability. That time ended <i>again</i> when council <a href="http://app.toronto.ca/tmmis/viewAgendaItemHistory.do?item=2012.CC27.6">voted to sign a master agreement confirming their support for LRT</a>.</p> <p>Today, the choice councillors will make is between a fully-funded and ready-to-start-construction LRT plan, which will run at subway speeds and have zero impact on traffic, and a subway plan that will trigger a complete restart of the planning process and expose the city to enormous risk. With the LRT option, Scarborough residents are guaranteed improved transit within the next decade. With the subway, they’re guaranteed nothing.</p> <p>On a nuts-and-bolts level, this subway-versus-LRT battle shapes up like this:<br /><a href="http://metronewsca.files.wordpress.com/2013/07/srt-versus-subways-final.png"><img class="aligncenter" alt="srt-versus-subways-final" src="http://metronewsca.files.wordpress.com/2013/07/srt-versus-subways-final.png?w=600&h=564" width="600" height="564" /></a></p> <p>There’s more to it, of course. The transfer between the LRT and the subway at Kennedy Station is a contentious issue, as is the period of shutdown (and shuttle buses) that will be required when the SRT track is ripped up and replaced with LRT track. But it’s hard to honestly argue that the elimination of that transfer and a few years of construction headaches are, in themselves, worth more than a billion dollars in increased capital costs.</p> <p>Instead, the most common argument politicians are making seems to be this one — the “we want something that can be called a subway” argument:</p> <p> <a href="http://metronewsca.files.wordpress.com/2013/07/all-that-matters.png"><img class="wp-image-738854 aligncenter" alt="all-that-matters" src="http://metronewsca.files.wordpress.com/2013/07/all-that-matters.png?w=422&h=254" width="422" height="254" /></a></p> <p>That argument, I’ve learned, is really hard to effectively argue against.</p> <p>So let’s just set aside the case for LRT and pretend like a subway on this corridor is desirable. We know now, thanks to <a href="http://www.toronto.ca/legdocs/mmis/2013/cc/bgrd/backgroundfile-60240.pdf">a staff report released by City Manager Joe Pennachetti</a>, that the subway will cost between $750 million and $1.1 billion more in 2010 dollars, depending on whether you choose to believe Metrolinx’s latest cost figures. That’s a lot of money, clearly, but not enough to stop politicians from supporting the subway plan.</p> <p>So: If we’re just bound and determined to get this subway, how should our governments pay for it?</p> <h3><b>How Rob Ford wants to pay for the Scarborough subway</b></h3> <p>Before we get into this, it’s important to understand that so much about financing this subway remains a complete and total mystery. There are ancillary costs, like $450 million needed to automate the trains in the Bloor-Danforth line, that remain unaccounted for in these figures. There’s also — no joke — a footnote in the staff report that indicates all subway-related estimates can’t really be considered accurate and may vary by up to 30 per cent. Which is kind of a lot.</p> <p>Even ignoring those factors, there’s also several unknowns that could seriously change the face of this financing strategy. There’s the federal government’s supposed commitment to the project, which is nowhere near a safe bet. There’s the reliance on development charges, which are not a totally safe and secure revenue source, especially if the real estate market in this city is going to soften. And, most importantly, no one — not even the provincial government — seems to have any real idea how much the provincial government might actually commit to this project.</p> <p>To make for plausible projections, the report from the city manager presents two workable scenarios, both of which rely on contributions from the federal government. In one case, the provincial government would provide the city would the full $1.8 billion once budgeted for the Scarborough RT in 2010, indexed to inflation. In the other scenario — which, reading between the lines, city staff seem to indicate is the more likely scenario — the province provides the inflation-adjusted equivalent of just $1.4 billion, which is the project budget claimed more recently by Metrolinx.</p> <p>With that pile of caveats, here’s how the two financing scenarios shake out — one using the more recent Metrolinx figures for project cost and one using the old figures:</p> <p><a href="http://metronewsca.files.wordpress.com/2013/07/finance-strategy-final1.png"><img class="size-full wp-image-738863 aligncenter" alt="finance-strategy-final" src="http://metronewsca.files.wordpress.com/2013/07/finance-strategy-final1.png?w=600&h=678" width="600" height="678" /></a></p> <p>Everything Ford has said on the matter indicates that he’s pulling hard for the strategy on the right side of the chart. He’s said repeatedly that he will only accept a property tax increase of 0.25 per cent. When pressed, he’s admitted that the property tax increase needed for his plan is actually a full one per cent — it’s just that he wants to phase that one per cent in at a rate of 0.25 per cent per year.</p> <p>To make it work, the province needs to cough up nearly $2.5 billion, an amount that, after inflation, is equal to the original $1.8 billion pledged by the province for the LRT project. At the same time, the federal government needs to come to the table with another $420 million. The remaining funding would be funded by a mix of development charges — to the tune of $100 million, or about 66 per cent of what the city currently takes in via development charges in a single year — and, yes, taxes.</p> <p>An ardent I-hate-taxes guy since the day he was born, Ford is suddenly talking about tax increases as “investments” and couching increases in ways that make them sound almost irrelevant. He spent the weekend repeating the claim that the cost of the subway would add up to just five dollars per household, as if all the average taxpayer needs to do is slip the mayor five bucks and he’ll get the subway going.</p> <p>But that’s wrong.</p> <p>What the staff report actually says is that, should the province deliver on the $1.8 billion 2010 funding commitment, and the federal government fork over a hefty chunk of cash, the subway could maybe be built for the equivalent of a 1.1 per cent increase to property tax revenue, city-wide. Maybe.</p> <p>Any talk of individual property tax increases misses the point, because this subway extension wouldn’t be paid for up front. Instead, the city would use the dedicated revenue stream from increased property taxes to take on some debt equal to their share of the cost of the subway project. The annual cost of servicing that debt would in turn be paid for with property taxes.</p> <p>Those debt servicing costs would shape up like this — again, with variation depending on how much the province actually comes to the table with and what sort of interest rate on debt the city will be able to secure in a few years:</p> <p><a href="http://metronewsca.files.wordpress.com/2013/07/year-one-web-final.png"><img class="size-full wp-image-738855 aligncenter" alt="year-one-web-final" src="http://metronewsca.files.wordpress.com/2013/07/year-one-web-final.png?w=450&h=523" width="450" height="523" /></a></p> <p>But remember, this isn’t just a one-time thing. Instead, a portion of property tax revenue would go toward servicing the Scarborough subway debt for three decades.</p> <p>And so a more accurate chart would look like this, assuming (optimistically) that the debt is issued in 2016 to begin construction shortly afterwards:</p> <p><a href="http://metronewsca.files.wordpress.com/2013/07/chart-finale.png"><img class="size-full wp-image-738858 aligncenter" alt="chart-finale" src="http://metronewsca.files.wordpress.com/2013/07/chart-finale.png?w=600&h=881" width="600" height="881" /></a></p> <p>That’s 30 years.</p> <p>Thirty years of debt payments for a three-stop subway extension that isn’t really justified. Thirty years of debt payments that could be easily avoided if council would just confirm the plan they already voted for and approved. Thirty years of debt payments that will make it even more challenging to pay for critical things like repairs at Toronto Community Housing, TTC operating costs, better childcare subsidies, new parks, community revitalization or the so-important downtown relief subway line.</p> <p>Thirty years of debt payments. Based on risky assumptions.
